Government to propose a new cybersecurity law

Minister of Digital Transformation José Luis Escrivá appeared in Congress to explain his department’s proposals

In this legislature, the Government plans to introduce a new cybersecurity law to reduce and improve response to cyber attacks. José Luis Escrivá, Minister of Digital Transformation and Public Mandate, presented the general proposals of his department before the Committee on Economy, Trade and Digital Transformation in Congress this Monday afternoon.

One of the main proposals is to use European funds in the Recovery Plan to improve the training of specialists and improve responses to increasing cyber attacks, both industrial and personal. The law also stipulates that İncibe (National Cyber ​​Security Institute) will continue to train thousands of experts in this field. This text is excluded from the 5G cybersecurity law approved in 2022.

The new law is just one of the specific plans of the ministry led by Escrivá. The minister also underlined Spain’s efforts to attract companies with knowledge in chip design and production, one of the biggest geostrategic challenges of the coming years, rather than digital. Today, most of the world’s chip production is done in Taiwan. Any conflict on the island will cause an earthquake in the global economy. The United States and Europe have been working for years to better distribute this production, which is technically very complex to achieve.

The ministry also plans to create regulations for the sustainable creation of data centers in Spain. As EL PAÍS explained following the installation of such a facility by Meta in Castilla La Mancha, energy and water consumption are alarming. The government also expects to receive significant investments in such data centres.

Artificial intelligence will continue to be the central focus of this Ministry’s policies, always focusing on “humanistic artificial intelligence”, in the Minister’s words. His department uses the framework of the latest interim agreement on European artificial intelligence law as a reference. Artificial intelligence is also filtering into other parts of the ministry: There will be special courses for civil servants; Spanish wants to be introduced in wide language models, without forgetting the industrial applications of this technology. The ministry boasts that the Barcelona Supercomputing Center, one of the largest European infrastructures for the use of artificial intelligence in Spain, has the new Mare Nostrum 5. Another goal is the deployment of the Artificial National Intelligence Surveillance Agency, AESIA, based in A Coruña. and within the ministry they call this “the intelligence of artificial intelligence”.

The ministry presented data on how Spain continues to lead the process of connecting every home in Spain to fixed internet via fiber or satellite. Distribution continues throughout the region.
