Apartment owners in St. Petersburg are in no hurry to charge tourists a resort fee

In St. Petersburg, starting April 1, hotels and owners of daily rental apartments are required to charge a resort fee of 100 rubles. per day per person for stays longer than 24 hours. Children and adolescents under 18 years of age, as well as about two dozen categories of beneficiaries – heroes of Russia, disabled people, members of large families, military veterans, etc., are exempt from payment.

Thanks to the collection, St. Petersburg authorities expect to collect about 310 million rubles during the year. All these funds should be used for construction, repair, reconstruction, and improvement of tourist and recreational facilities. “This will be targeted money that can only be directed to specific projects to improve the resort infrastructure,” – explained Chairman of the Committee for Tourism Development of St. Petersburg Sergei Korneev. According to him, the list of objects will be selected by a specially created public council.

The law on resort fees was adopted back in October last year, but until today there was a zero rate. During this time, the authorities, as well as hotels, motels, aparthotels and other accommodation facilities, had to prepare for the new normal. Now a new system has appeared, including a payment mechanism, and a register of collection operators has been formed, which currently includes about 600 objects. Mostly large and small hotels: from famous hotels such as Astoria and Angleterre, to mini-hotels, hostels and lofts. In some places, information about the need to pay a fee is already indicated when booking a room, but not yet in all hotels.

However, there is a nuance. In St. Petersburg, a huge number of tourists and guests coming on business stay in apartments that are rented by the day. And if some of them have already appeared in the register, many are in no hurry to register. Suffice it to say that for the next weekend, booking services offer more than 2.2 thousand accommodation options in St. Petersburg – much more than are currently on the register. At the same time, apartment owners working with tourists are also required to register in the new system. “Resort fee operators are legal entities and individual entrepreneurs carrying out, in accordance with the legislation of the Russian Federation, activities to provide hotel services and (or) services for temporary collective or individual accommodation and (or) activities to provide temporary accommodation (including activities to provide residential premises for use premises), including residential premises, in St. Petersburg, included in the register of resort fee operators,” notes the administration of St. Petersburg. Obviously, this process needs to be controlled somehow. The editors of TourDom.ru sent a request to the St. Petersburg Tourism Committee to find out how such control will be carried out.

There are other questions regarding the Law on Resort Fees, which has currently been introduced as an experiment in some regions of Russia (in particular, in the Krasnodar, Stavropol and Altai Territories). Last fall, the Ministry of Finance initiated a review of the mechanism, questioning its transparency and efficiency in spending the funds received. The results of this monitoring should be presented by the end of 2024, after which a final decision will be made – to wind down the experiment or extend it to other regions.
