In Sochi they want to open a medical sobering station for tourists who cannot stand

Kuban police believe that there are too many drunk citizens on the streets of Sochi, Novorossiysk and Krasnodar who could be potential offenders. The opening of medical sobering stations in these cities will help partially solve the problem, reports Telegram channel “Roof of TourDom”.

The initiative to revive special institutions for accommodating drunk people today, March 28, at a session of the regional Legislative Assembly was made by the acting head of the Main Directorate of the Ministry of Internal Affairs of Russia for the Krasnodar Territory, Sergei Volozhinov.

“It would be a significant help to resolve the issue of creating medical centers in Krasnodar, Sochi, and Novorossiysk to provide assistance to persons in a state of intoxication, which could influence the level of “drunken” crime, as well as reduce the number of victims of unlawful attacks who are in a helpless state.” , – stated head of the Kuban police. The municipalities of the three cities have not yet commented on his initiative.

Let us recall that at the end of 2020, Russian President Vladimir Putin signed a law giving regions the right to create paid medical sobering stations.

They were liquidated in 2011 during the reform of the Ministry of Internal Affairs, when the democratically minded public insisted on the closure of specialized medical institutions. The argument was based on numerous facts of violation of the rights of drunk citizens, whom law enforcement officers “tied up” on the streets and sent them to a “medical pre-trial detention center” until the morning.

Since then, the problem of what to do with people wandering around in public places in a deranged state has not been solved. When a person was completely in the trash and lying on the street, he was often taken away by ambulance, but hospital staff categorically objected to such problem patients.

The revival of sobering stations – they are promised to be made more civilized – is now underway in many regions that have received the right to open such institutions on the basis of public-private partnerships. This gives local authorities the right to charge intoxicated citizens a fee for the service.

Regions also establish criteria by which police can detain a person who has had too much alcohol and escort them to a special institution. For example, in Kabardino-Balkaria, where the sobering station was one of the first to open in the country, there is a clear definition for law enforcement officers of who can be considered a client of the sobering station. The main thing is that a person cannot stand on his feet or move independently, but doctors must first verify this. Only after this the drunk can be taken away by the police.

But Kabardino-Balkaria is one thing, where, due to Muslim traditions, alcohol consumption is not a very pressing problem for the region. The resort Sochi is completely different, where thousands of tourists come to relax and unwind. The latter for most is associated with the use of intoxicating drinks to a greater or lesser extent. And even “teetotalers and ulcer sufferers” may not calculate the amount of alcohol they drink while on vacation and end up in the category of potential clients of the Sochi sobering-up center.

“They are not hunting for girls who are passed out, but for decently dressed, slightly drunk people who probably have money to “pay for services.” Well, we’ve already been through this,” commented Nikolai, a subscriber to the telegram channel “Roof of TurDoma”, on the initiative of the Kuban police officers.

On the other hand, sneaky tourists who party at resorts cause problems both for other vacationers and, to a greater extent, for local residents. “With the abundance of establishments in Krasnaya Polyana, I’ve never seen drunk or inappropriate people there, but when you go to Sochi, you’ll see some shady, completely drunk individuals at almost every step,” she shared her impressions of her holiday at the resort Dinareader of our tg channel.

The final decision on opening a sobering-up center is made by local authorities, so the Sochi administration will respond to the initiative of the police leadership of the Krasnodar Territory. Negative or positive is still unknown. But if the sobering station opens, a whole range of problems will have to be solved.

First of all, where to find “extra” doctors who will have to go out to examine drunk tourists. Taking into account the multiple increase in the city’s population during the peak season, local doctors already have more than enough work to do, without the time for vacationers overindulging in the bar. And secondly, how to ensure control over the police, who independently decide: we take this one away, and let him continue to drink. This also applies to the temptation to take a bribe from a tourist who would prefer to pay off for the opportunity to sober up in a hotel room rather than in a government bed.
