Simplification of hotel check-in rules may be blocked by the Ministry of Internal Affairs

The Russian government has prepared a project resolutions, according to which the list of documents allowing you to check into a hotel is expanding. In addition to the standard option – a general civil or foreign (for citizens living outside the Russian Federation) passport, birth certificate for children, the Cabinet of Ministers proposes to register guests with a military ID and driver’s license.

In addition, it will be possible to completely get rid of paper media. It will be possible to check into a hotel “if the consumer provides the information contained in the identity document of a citizen of the Russian Federation, or in a driver’s license, in electronic form using the mobile application of the federal state information system “Unified portal of state and municipal services (functions)” ” Also, for those who wish to enter the hotel, but do not have paper documents, identification and authentication can be carried out using the Unified Biometric System (UBS).

The resolution significantly simplifies the process of registering guests, does not affect the receipt of taxes to the budget (as noted in the explanatory note) and there is no need to radically change the legislation. “The list of required documents upon check-in is established by the Decree of the Government of the Russian Federation on the provision of hotel services dated November 18, 2020. If a new resolution is issued, which includes a driver’s license, then there shouldn’t be any problem,” commented lawyer Igor Kositsyn.

However, signing the document is not easy – the initiative may be blocked. “It all comes down to migration/registration regulations, and given the widespread strengthening of security measures and anti-terrorist protection, the Ministry of Internal Affairs may not appreciate the idea of ​​registration with a driver’s license,” said Georgiy Mokhov, founder of the Persona Grata legal agency.

Another subtle point is related to the additional costs of hotels. This was noticed by subscribers of our telegram channel “Roof of TourDom”: “That is, every hotel will be required to install biometric readers, connect to the EBS and fulfill all the requirements for EBS operators? Not a cheap pleasure.” Experts also say that more money will have to be spent. “Costs will probably arise for both equipment and additional personnel,” says Alexei Volkov, president of the National Union of the Hospitality Industry. However, he added that these expenses are justified: “Right now we can’t accommodate many people, but this way it will be easier and simpler.”

Vice-President of the Federation of Restaurateurs and Hoteliers of Russia Vadim Prasov clarified: hotels will have additional costs, but they will be small. “These costs are completely out of proportion to how disruptive this story is in terms of features and guest service. Of course, this is positive, and I am sure that there will be no serious costs for equipment. If you remember the pandemic, they were checking in using QR codes, which can be easily read by a mobile phone.”

Vadim Prasov recalled that today problems regularly arise with the check-in of a guest with a foreign passport, especially for transit passengers who fly abroad through Moscow and are forced to spend the night in the capital. They can buy an air ticket and board the plane using a foreign passport, but they cannot check into a hotel. “The second story is about the guys who are returning from the Northern Military District zone, and because of the military regulations they are not being accommodated in hotels,” added Vadim Prasov.

Problems with checking into hotels have been reported repeatedly. The last appeal was at the end of January, when State Duma Deputy Speaker Sholban Kara-ool sent a proposal to the Ministry of Defense to allow Russian career military personnel and SVO participants to check into hotels and buy train and plane tickets without presenting a passport – using a military ID.
