The State Duma adopted a law simplifying the allocation of land for the construction of hotels and tourism facilities

On January 30, the State Duma approved and transferred it to the Federation Council billwhich will allow the Tourism.RF corporation to receive additional powers to create tourist facilities on federally owned lands.

The document complements and renames the Federal Law “On Assistance to the Development of Housing Construction”, already used by the mortgage operator Dom.RF. According to the text, “an organization for the development of tourism” (Tourism.RF fits this definition. – Ed.) is given the status of an agent of the Russian Federation for 3 years and receives the right to conduct transactions with land plots on behalf of the state. It is expected that, based on the results of the auctions, investors will be able to rent federal lands to create hotels, sanatoriums, restaurants and cafes, and physical culture and sports facilities.

The document is currently under consideration in the Federation Council and has already been supported by the Federal Structure Committee. “The adoption of the law will make it possible to involve land plots in investment activities and, together with the regions, to develop proposals on the possible use of land for the creation of tourism infrastructure,” – spoke out Senator Nadezhda Ilyina.

Difficulties with land are one of the main problems preventing the launch of tourism projects. For example, hotel services cannot now be provided on agricultural lands. This does not allow new hotels to be built on vacant land. Changing the permitted type of land use is a lengthy and bureaucratic procedure that requires the participation of regional administrations. Back in the summer of 2022, Deputy Prime Minister Dmitry Chernyshenko asked governors to solve the problems of investors, since 27 of the 53 projects approved by that time had difficulties with land, and Turizm.RF could not connect to financing. In the autumn of the same year it appeared order President to make changes at the legislative level.

Expanding the powers of Tourism.RF will, in theory, allow for faster approvals. However, this idea also has disadvantages. Now the state corporation’s attention is focused on large projects, so it is not yet clear whether small companies and individual entrepreneurs will be able to take advantage of the acceleration. Especially considering the fact that the Turizm.RF office is located in Moscow, and work will need to be organized throughout the country.

Experts do not rule out that this redistribution of powers is not the last. After the March presidential elections, other innovations are possible, and in the opposite direction. For example, the Ministry of Economic Development is considering the option of transferring control over the registers of tour operators, travel agents, and tour guides to the regions. “It is assumed that the federal regulator will focus on strategic objectives and, accordingly, functions. Local control will fall on the regions,” RST Vice President Yuri Barzykin told the editorial office.
