The Ministry of Economic Development proposes to modernize the resort fee in 2025. The department announced its plans in a press release. The main change is that not tourists, but hotels will have to pay for it.
Currently, an experiment to introduce a resort fee is operating in the Altai, Stavropol and Krasnodar territories and in St. Petersburg. Guests of the regions pay from 30 to 100 rubles. for every night in the hotel, and the money collected is sent to the development of tourism infrastructure.
Now the results of this experience are going to be extended throughout Russia. The Ministry of Economy proposes to give the right to decide for the entity itself whether they need such a tax. Cities and regions will be able to establish not only the fact of collection, but also its size. The base rate will be 65 rubles. per room per day. It can also be increased or decreased depending on the season and hotel occupancy.
The second important change is that now the fee will be calculated not by the number of tourists received, but by the number of hotel rooms. Their occupancy is secondary. Thus, the ministry proposes to reduce the burden on hotel management companies, since the previous format required a lot of time and effort for administration – they had to fill out documents for each client.
Earlier, TourDom.ru reported that in St. Petersburg they were discussing the possibility of introducing fines for those who refused to pay the resort fee.
